What software should I use to be able highlight a player in a football highlight tape?

I'm looking for software thats somewhat easy to use and is able to clearly point out a specific player (using a circle, arrow, etc.) Needs to be compatible with windows vista.

Try to use Windows Movie Maker 2.6 that comes with windows vista.
